Yes Sybase PFC libraries are supported. 

However, the PFC libraries, or any PB code for that matter, would be subject to the features that Appeon supports on the Web. 

Appeon has taken the time to eliminate the unsupported features for the Sybase PFC and provide this to our customers to save them time. This is called ACF framework (Appeon compliant framework). It is included with the product, go to C:\Users\Public\Documents\Appeon\Developer2013\appeondemo\ACF_Framework\
